EPF wage ceiling raised from Rs 15,000 to Rs 25,000/month

The Ministry of Labour and Employment has fixed Rs 25,000 per month as the wage ceiling for provident fund, pension and deposit-linked insurance, by notification S.O. 5109(E) dated 17 September 2026. The notification is issued under clause (89) of section 2 of the Code on Social Security, 2020, and the ceiling applies for the purposes of Chapter III of the Code. It replaces the Ministry's earlier notification S.O. 2702(E) dated 29 May 2026, which had prescribed Rs 15,000, except for things already done or omitted under that notification. The Rs 15,000 ceiling had applied since September 2014.
The ceiling takes effect from the date of publication in the Gazette, 17 September 2026, and is not retrospective. Wage months before that date continue on Rs 15,000.
What changes in contributions: for an employee whose PF wages are Rs 25,000 or more, the employee's 12% contribution rises from a maximum of Rs 1,800 to a maximum of Rs 3,000 a month, and the employer's contribution rises in step. The pension part of the employer's share is 8.33% of wages up to the ceiling, which moves from about Rs 1,250 to about Rs 2,083 a month. Employees whose wages fall between Rs 15,000 and Rs 25,000, and who were outside mandatory coverage under the old ceiling, now fall within it.
September 2026 needs two ceilings. EPFO's FAQs on the revision say the contribution for September is worked out on Rs 15,000 for 1 to 16 September and on Rs 25,000 for 17 to 30 September, and reported in a single September 2026 ECR. For example, in a 30-day month an employee with wages above Rs 25,000 has PF wages of Rs 8,000 for the first 16 days (Rs 15,000 x 16 / 30) and Rs 11,667 for the last 14 days (Rs 25,000 x 14 / 30), a total of Rs 19,667 for September. From October 2026 the full Rs 25,000 applies.
What payroll teams should do: change the PF wage cap in payroll to Rs 25,000 with effect from 17 September 2026, not from 1 September or 1 October; apply the split for September; and check UAN and KYC details for employees who are newly covered. Do not recompute months before September.

अंशदान में क्या बदलता है: जिस कर्मचारी का PF वेतन 25,000 रुपये या उससे अधिक है, उसका 12% अंशदान अब अधिकतम 1,800 रुपये से बढ़कर अधिकतम 3,000 रुपये प्रति माह हो जाता है, और नियोक्ता का अंशदान भी उसी अनुपात में बढ़ता है। नियोक्ता के हिस्से में पेंशन वाला भाग सीमा तक के वेतन का 8.33% है, जो लगभग 1,250 रुपये से बढ़कर लगभग 2,083 रुपये प्रति माह हो जाता है। जिन कर्मचारियों का वेतन 15,000 से 25,000 रुपये के बीच है और जो पुरानी सीमा के तहत अनिवार्य कवरेज से बाहर थे, वे अब इसके दायरे में आते हैं।
सितंबर 2026 में दो सीमाओं का उपयोग करना होगा। संशोधन पर EPFO के प्रश्नोत्तर के अनुसार सितंबर का अंशदान 1 से 16 सितंबर के लिए 15,000 रुपये और 17 से 30 सितंबर के लिए 25,000 रुपये की सीमा पर निकाला जाता है और एक ही सितंबर 2026 ECR में दिखाया जाता है। उदाहरण के लिए, 30 दिन के महीने में जिस कर्मचारी का वेतन 25,000 रुपये से अधिक है, उसका PF वेतन पहले 16 दिनों के लिए 8,000 रुपये (15,000 x 16 / 30) और अंतिम 14 दिनों के लिए 11,667 रुपये (25,000 x 14 / 30) होता है, यानी सितंबर के लिए कुल 19,667 रुपये। अक्टूबर 2026 से पूरे 25,000 रुपये लागू होते हैं।
पेरोल टीमों को क्या करना चाहिए: पेरोल में PF वेतन सीमा 17 सितंबर 2026 से 25,000 रुपये करें, 1 सितंबर या 1 अक्टूबर से नहीं; सितंबर के लिए विभाजन लागू करें; और नए कवर हुए कर्मचारियों के UAN और KYC विवरण जाँचें। सितंबर से पहले के महीनों की पुनर्गणना न करें।
