The full explanation
Kerala has revised its professional tax rates statewide. Two features of the Kerala system make this different from a revision elsewhere, and both affect how you apply it. Kerala levies professional tax at the local body level rather than as a single state deduction. Panchayats, municipalities and corporations each administer it under their own rules, which means the applicable rate and the remitting authority depend on where the establishment is located, not merely on it being in Kerala. A statewide revision sets the framework; the local body applies it. Kerala also collects on a half-yearly basis rather than monthly. It shares that cycle with Tamil Nadu and Puducherry, while Karnataka, Telangana and Andhra Pradesh are monthly. If you run a single southern payroll configuration, these three cannot use the monthly pattern. The half-yearly structure means liability attaches to a period rather than to each month's salary, and the slab is determined by the position for that half-year. The constitutional ceiling of Rs. 2,500 per person per year under Article 276(2) applies across both halves combined, not per half. One practical consequence of local administration: an employer with establishments in several Kerala districts may be registered with several local bodies and remitting separately to each. Consolidating that into a single state remittance is not available, and treating it as one would leave individual local bodies unpaid. Note also that a local-body system means a change of premises within Kerala can change your remitting authority even without crossing a district line.
