Odisha Finance Department directs DDOs to stop PT deduction

At a glance

Separate from the repeal Ordinance itself, the Finance Department issued a letter instructing all Drawing and Disbursing Officers to discontinue PT deduction from April 2026 salaries. Arrears for earlier periods remain recoverable under the Ordinance's savings clause.

The full explanation

The Odisha Finance Department has directed drawing and disbursing officers to stop deducting professional tax. This is the operational instruction that gives effect to the state's abolition of the levy, and it is the document that matters when someone asks why the deduction disappeared from a payslip. A DDO direction is addressed to government drawing and disbursing officers, so its immediate reach is the state's own establishments. The abolition itself, however, removes the levy rather than exempting a category of employer, so private establishments in Odisha are equally outside it. If you are treating the direction as applying only to government payroll and continuing to deduct in the private sector, that reading is wrong. Three practical steps follow. Stop the deduction if it is still running. Identify every month deducted after the effective date. Refund those amounts to the employees concerned rather than remitting them, because there is no longer an authority to receive them. The refund point is not optional. Money deducted from wages for a tax the state does not levy is an unauthorised deduction, and it remains recoverable by the employee regardless of whether the employer acted in good faith on a stale reference table. Most consolidated professional tax tables still list Odisha among the levying states. Those tables are wrong.
