The full explanation

Odisha has abolished professional tax entirely. The Finance Department has directed drawing and disbursing officers to stop deducting it, which means the deduction should no longer appear on an Odisha payslip at all. This matters because most professional tax reference tables, including several widely used consolidated compliance lists, still show Odisha among the states that levy. Those tables are wrong on this point, and copying one into a payroll configuration will produce a deduction that has no legal basis. Deducting a tax the state no longer levies is not a neutral error: it is an unauthorised deduction from wages, and the amount is recoverable by the employee. If your Odisha payroll is still deducting professional tax, three things follow. Stop the deduction. Establish the date from which the abolition took effect and identify every month deducted after it. Then refund the amounts to the employees concerned rather than remitting them, because there is no longer an authority to remit to. The wider lesson applies beyond Odisha. Professional tax is a state subject, and states change position in both directions: Karnataka raised its exemption threshold, Maharashtra moved its due date, and Odisha removed the levy altogether. A consolidated table that was accurate when it was compiled does not stay accurate, and the errors are silent because nothing in payroll fails when you deduct a tax that no longer exists.
