The full explanation
Bihar has formalised the process for amending and cancelling professional tax registrations. This is administrative rather than a change to rates or thresholds, but it matters more than administrative changes usually do, because registration problems are the most common way professional tax compliance quietly fails. Three situations create registration issues in practice. An establishment closes or relocates and the registration is never cancelled, so returns continue to fall due against an entity that no longer operates. Details change - address, authorised signatory, entity name after a restructuring - and the registration is never amended, so notices go to an address nobody reads. Or an entity registers in a state before it has employees there and then never activates or cancels, leaving a dormant registration accruing nil-return obligations. None of these produces a payroll error. They produce correspondence that is not received and defaults that surface only at assessment, sometimes years later and with interest accumulated. A formalised amendment and cancellation process is therefore worth acting on rather than filing away. Review your Bihar registrations against your actual establishments: confirm each active registration corresponds to a location where you employ people, that its details are current, and that any registration for a closed or relocated establishment has been formally cancelled rather than simply abandoned. Note also that a dormant registration still attracts nil-return obligations in most states, so leaving one open is not a neutral choice.
