The full explanation

Tripura has increased the professional tax rates in its Schedule. A schedule amendment differs from a threshold change in an important way: it alters what is deducted from employees who were already within the net, rather than moving people in or out of it. That distinction matters for how you detect the change. A threshold movement, like Karnataka's rise to Rs. 25,000, is visible because the deduction population shifts. A rate increase within existing bands is invisible in headcount terms; the same employees are deducted, just at different amounts. Nothing in payroll fails, and the shortfall accumulates quietly until a reconciliation or an assessment surfaces it. The constitutional ceiling of Rs. 2,500 per person per year under Article 276(2) constrains the top of the Schedule regardless of the increase, so a rate rise cannot push the annual total beyond that figure. Where the revised rates would exceed the ceiling over twelve months, the final month has to be adjusted downward rather than the full monthly rate applied throughout. Tripura is also a state where the professional tax and minimum wage positions sit oddly together. The minimum wage schedule, revised 1 October 2025, has unskilled work at Rs. 8,010 and skilled at Rs. 9,828, among the lowest current rates in India. Whether an employee at those levels falls within the professional tax Schedule depends on where the bands begin. Note also that a Schedule amendment usually carries its own effective date, which may precede the date you learn of it, so check whether arrears are due from an earlier month.
