The full explanation

Andhra Pradesh raised its Labour Welfare Fund contribution to Rs. 30 from the employee and Rs. 70 from the employer. That ratio is roughly one to two and a third, and it fits no pattern at all. Tamil Nadu and Haryana are one to two. Maharashtra, Madhya Pradesh and Chhattisgarh are one to three. Punjab is one to four. West Bengal is one to ten. Andhra Pradesh is none of these. The point is not that the ratio is unusual, but that there is no ratio to assume anywhere. A payroll configuration that takes the employee figure from a state notification and derives the employer figure by doubling or tripling it will be wrong in most states, and Andhra Pradesh is the clearest demonstration because the arithmetic does not even produce a round multiple. Take both figures from the state's own rules. Never derive one from the other. Two further notes. The employer share is a cost, not a deduction, and recovering it from wages would be unauthorised. And Andhra Pradesh's Labour Welfare Fund is entirely independent of its professional tax, which runs on a monthly salary slab plus a separate turnover-based liability on the enterprise itself. Three obligations, three mechanisms, one state. Note also that Andhra Pradesh and Telangana diverged after the state was divided, so an Andhra Pradesh labour welfare figure must never be inferred from a Telangana one or the reverse.
