The full explanation
West Bengal revised its Labour Welfare Fund to Rs. 3 from the employee and Rs. 30 from the employer, effective 1 January 2024. The employer share is ten times the employee share. That is the widest ratio of any state, and it is the single most important thing to get right about West Bengal's fund. Tamil Nadu and Haryana run one-to-two. Maharashtra, Madhya Pradesh and Chhattisgarh run one-to-three. West Bengal runs one-to-ten. A configuration that assumes any of the common ratios and derives the employer figure from the employee figure will under-remit substantially, and the employee deduction of Rs. 3 is so small that nobody examines it. The practical consequence is that West Bengal's LWF is almost entirely an employer cost. Rs. 30 per employee per collection across a large workforce is a real number, while the Rs. 3 deducted from wages is close to symbolic. West Bengal also mandated electronic Labour Welfare Fund payment from 1 December 2020, so remittance runs through the state's online system rather than by challan. As with Karnataka's professional tax portal, that makes credential management a live risk: a login tied to a departed employee is the most common reason an online remittance is missed. Note that West Bengal revises on a 1 January and 1 July cycle for minimum wages, which is unusual, but its LWF revision here took effect on 1 January.
