The full explanation

Tamil Nadu revised its Labour Welfare Fund contribution to Rs. 20 from the employee and Rs. 40 from the employer per year, a total of Rs. 60 per employee per year. The change was made by G.O.(Ms) No. 161 dated 2 December 2022, substituting Rule 11A of the Tamil Nadu Labour Welfare Fund Rules 1973, and it doubled the previous Rs. 10 and Rs. 20.

Three details matter for getting this right.

The employer share is twice the employee share, not equal to it. That is the normal pattern for labour welfare funds and it catches people who bring the provident fund intuition of matched contributions. Deducting Rs. 20 and remitting Rs. 40 is correct; remitting Rs. 40 in total is not.

The contribution is annual, due by 31 December, with returns due by 31 January. Applicability is five or more employees. Managerial staff and supervisors earning above Rs. 15,000 a month are exempt, so the deduction population is not simply everyone on the payroll.

The G.O. number has been questioned and is confirmed: 161 is correct and is not a digit out. It has been checked against the Rules text rather than against a secondary summary.

The reason to state all of this plainly is that the superseded Rs. 10 and Rs. 20 figures are still published as current by at least one widely-read reference. Anyone configuring from that source has been under-contributing since December 2022, and because the amounts are small and the cycle annual, nothing in payroll would ever surface it.
