The full explanation

The Chief Labour Commissioner (Central) revised the variable dearness allowance for centrally-administered scheduled employments with effect from 1 April 2026. The revision follows the standard half-yearly mechanism: the April cycle is calculated on the average Consumer Price Index for Industrial Workers for the preceding July to December. For this cycle the index rose from 413.52 to 424.80 as on 31 December 2025, an increase of 11.28 points on the 2016=100 base.

For Area A, the resulting daily rates are Rs. 827 for unskilled work, Rs. 1,008 for skilled, and Rs. 1,094 for highly skilled. Area B unskilled is Rs. 693 per day and Area C unskilled is Rs. 556. The orders are dated 30 March 2026 and issued under the authority of S.O. 188(E) dated 19 January 2017, which remains the base schedule that each VDA order revises.

The central sphere is narrower than most people assume. It covers railways, mines, major ports, oilfields, cantonment boards and central public sector undertakings, together with contractors working for them. If your establishment is not in that list, your state schedule applies instead.

One point matters for anyone checking an earlier period. The 1 October 2025 cycle was a NIL revision. The index moved only 0.096 of a point, from 413.424 to 413.52, which is less than one, so the corrigendum dated 14 October 2025 confirmed no change and rates held at the 1 April 2025 level. Several compliance bulletins wrongly showed an increase for that cycle. If you computed arrears on the basis of a rise between October 2025 and March 2026, that calculation needs revisiting.
