The full explanation

The variable dearness allowance for central sphere scheduled employments was revised with effect from 1 October 2026. The order, File No. 6/1/2026-VDA dated 30 September 2026, was issued by the Labour Bureau, Chandigarh, and is published by the Office of the Chief Labour Commissioner (Central). The new rates apply from 1 October 2026 to 31 March 2027.

The revision follows the average Consumer Price Index for Industrial Workers (base 2016=100), which rose from 424.80 to 431.42 as on 30 June 2026, an increase of 6.62 points.

The headline rates. For unskilled work in construction, sweeping and cleaning, and loading and unloading, the daily minimum is Rs 840 in Area A, Rs 704 in Area B and Rs 565 in Area C. The Area A figure is a basic rate of Rs 523 plus VDA of Rs 317. The VDA was Rs 304 from 1 April 2026, so the Area A unskilled rate rises from Rs 827 to Rs 840 a day. In agriculture, unskilled work is Rs 537, Rs 491 and Rs 486 a day in Areas A, B and C. In mines, unskilled work is Rs 565 a day above ground and Rs 704 below ground. Paid monthly on 26 working days, Rs 840 a day comes to Rs 21,840.

Who it applies to. The central sphere covers establishments such as railways, mines, oilfields, major ports and central public sector undertakings, together with the contractors working for them. Most private employers follow their state's schedule instead, which is revised on its own dates.

What payroll teams should do: apply the new rates to central sphere workers from the October 2026 wage month, and pay arrears if October was processed at the April rates. The basic rates have not changed; only the VDA moves, each April and October.
