The full explanation

The Government of Karnataka issued a consolidated notification on 22 May 2026 (No. KA 411 LWA 2023) revising minimum wages for 81 scheduled employments, with immediate effect. It replaces the separate wage notifications for each employment with a single notification, divides the State into three zones (Zone 1 is the area covered by the Greater Bengaluru Authority), and sets wages as a basic rate plus variable dearness allowance. Reported increases are as high as about 60 per cent over the earlier schedule. For example, the basic rate for unskilled work in Zone 1 is Rs 23,376.43 a month, or about Rs 899 a day. Variable dearness allowance is payable on top of the basic rate; published calculations put it at about Rs 1,031 a month, which makes the Zone 1 unskilled total about Rs 24,407. Paying only the basic rate would be an underpayment. The rates depend on the scheduled employment, the zone and the skill category, so employers should read the schedule for their own employment.

The notification ends a long legal process. The revisions made in 2022-23 were challenged and set aside by the High Court, and a Division Bench order of December 2024 sent the matter back for fresh consideration, which led to the 2026 notification.

It is again being challenged. The Karnataka Employers' Association and Ethereal Machines Private Limited have filed a writ petition (WP 16145/2026). They argue that the State acted under the Minimum Wages Act, 1948, which stood repealed when the Code on Wages came into force, and that the Code does away with 'scheduled employments'. Workers' associations have been allowed to join the case. On 21 September 2026 the High Court declined to grant interim protection to employers and directed that the petitions be heard together with the appeals pending before a Division Bench. The Court has not decided whether the notification is valid. Separately, the High Court has stayed State circulars that told government departments and local bodies to defer the new rates for outsourced and contract workers.

What this means. As of the latest order the notification has not been stayed, so the new rates apply while the challenge is pending. The outcome could change that, and employers should keep records so that any adjustment can be made quickly.

What payroll teams should do: identify the scheduled employment, zone and skill category of each employee, apply the revised rates from 22 May 2026, and follow the Division Bench proceedings.
