The full explanation
Delhi's Labour Welfare Fund is the only one in India with three contributors. The employee pays Rs. 0.75, the employer Rs. 2.25, and the Delhi government adds Rs. 1.50. These are the smallest labour welfare fund amounts in the country by a wide margin. For comparison, Haryana is Rs. 35 from the employee monthly and Maharashtra is Rs. 25 half-yearly. Delhi's employee contribution is under a rupee. Two consequences follow, and they pull in opposite directions. The first is that the amounts are too small to matter financially. Across even a large Delhi workforce, the employer's total contribution is a rounding error against payroll cost, and no cost review will ever surface a discrepancy. The second is that this makes non-compliance more likely rather than less. An obligation small enough to be invisible is an obligation nobody sets up, nobody checks and nobody remembers at inspection. Penalties for a labour welfare fund default are routinely disproportionate to the contribution itself, so the exposure is not proportionate to the amount. The government's Rs. 1.50 share is worth understanding correctly: it is not something you remit. Only the employee deduction and the employer contribution pass through payroll. Delhi is also a state that levies no professional tax at all, so its labour welfare fund is the only state-level statutory deduction of this kind on a Delhi payslip.
