The full explanation
The Delhi Labour Department has confirmed that a minimum wage order circulating for the period beginning 1 October 2025 is fraudulent. The fake document is numbered F.No.(143)/02/MW/VII/Partfile/212-261 and dated 13 October 2025. It forges the signature of Sh. K.M. Singh, Joint Labour Commissioner, and shows an unskilled monthly rate of Rs. 19,846, with semi-skilled at Rs. 21,813 and skilled at Rs. 23,905. On 14 October 2025 the Department issued an alert confirming that no official order regarding minimum wages or dearness allowance had been issued for the period starting 1 October 2025.
Several compliance trackers and payroll bulletins reproduced the fraudulent figures before the alert circulated. If your organisation revised Delhi wages upward in October 2025 on the basis of a circulated PDF rather than the Department's own website, that revision should be re-examined.
No later revision had been notified as of 25 October 2026, so the current position is still the revision effective 1 April 2025, issued as Notification No. Lab-L011/5/2025-Addl.LC-II-LABOUR DEPARTMENT/3616. The Department's listing also records Order No. F.No.(142)/02/MW/VII/Part file/211-241 dated 15 April 2025. Under it, the unskilled monthly rate is Rs. 18,456, which works out to Rs. 710 per day. Semi-skilled is Rs. 20,371, skilled is Rs. 22,411, and clerical staff who are graduates or above are at Rs. 24,356. Delhi applies a single uniform rate with no zone classification, on a Basic plus VDA structure.
The wider lesson for payroll teams is procedural. Minimum wage notifications should be taken from the issuing department's own portal, not from forwarded PDFs, WhatsApp circulars or third-party summaries - particularly where the figures move sharply and the timing is convenient.
