The full explanation

Madhya Pradesh's Labour Welfare Fund contribution is Rs. 10 from the employee and Rs. 30 from the employer. The ratio is the thing to notice. In most states the employer share is twice the employee share: Tamil Nadu is Rs. 20 and Rs. 40, Haryana is Rs. 35 and Rs. 70. Madhya Pradesh is three times. A configuration built from another state's template and then adjusted only for the employee figure will under-remit the employer share by a third, and because labour welfare fund amounts are small, that shortfall will not appear in any cost variance. The employer share also cannot be recovered from the employee. It is an employer cost in the same way the employer provident fund contribution is, and treating the total as a single deduction from wages would be an unauthorised deduction. Madhya Pradesh operates the fund under its own Act, separately from the professional tax it levies under the Madhya Pradesh Vritti Kar Adhiniyam 1995. The two obligations are independent, and the fact that the state levies both does not mean they share a cycle, a threshold or a remitting authority. Chhattisgarh, carved out of Madhya Pradesh in 2000, runs a different LWF rate again at Rs. 15 and Rs. 45 - also a one-to-three ratio, but different amounts.
