Manipur's minimum wages took effect on 12 March 2025, setting unskilled work at Rs. 12,000 per month, semi-skilled at Rs. 13,200 and skilled at Rs. 14,400. No highly skilled rate appears in the schedule. Two features distinguish this from most state schedules. The effective date is 12 March, an arbitrary mid-month date rather than the 1 April or 1 October used almost everywhere else. Manipur revises irregularly, so the next revision cannot be predicted from the last one and will not appear on a half-yearly compliance calendar. The rates are also unusually round. Rs. 12,000, Rs. 13,200 and Rs. 14,400 step by exactly ten per cent each time, with no paise-level precision. That is characteristic of a consolidated wage set directly rather than a basic-plus-variable-dearness-allowance calculation, which almost always produces uneven figures. If Manipur is operating on a consolidated basis, there is no VDA component moving between revisions, which is consistent with the irregular calendar. The absence of a notified highly skilled rate matters practically. If you employ workers who would sit in that grade elsewhere, the skilled rate of Rs. 14,400 is the applicable statutory minimum, since you cannot apply a grade the state has not notified. That is the floor, not a ceiling, and market rates for such work in Manipur will typically sit well above it.
