Uttar Pradesh minimum wages - new 3-tier system
At a glance
Superseded an earlier 25 March 2026 order to create a new 3-tier district system after the April 2026 Noida workers' protest: Category I (Gautam Buddha Nagar, Ghaziabad - a 21% hike), Category II (Nagar Nigam districts), Category III (rest of the state). UP officials publicly debunked a viral fake claim of a flat Rs 20,000 wage - only the gazette notification governs.

The full explanation
Uttar Pradesh revised its minimum wages for 74 scheduled employments with effect from 1 April 2026, through a notification dated 18 February 2026. The cycle runs to 30 September 2026, after which the next half-yearly revision falls due.
Unskilled work is set at Rs. 11,313.65 per month, made up of a basic of Rs. 5,750 and a variable dearness allowance of Rs. 5,563.65. On a daily basis that is Rs. 435.14. Semi-skilled work is Rs. 12,445, comprising a basic of Rs. 6,325 and a VDA of Rs. 6,120.
Uttar Pradesh does not use zones. A single statewide rate applies within each skill category, which makes it simpler than most large states, though a separate notification covers engineering factories with effect from 1 February 2026.
The VDA is index-linked. The previous cycle, notified on 26 September 2025 and effective 1 October 2025, was calculated on an average Consumer Price Index of 414 for January to June 2025, measured against a base of 210 for July to December 2012. The same base carries into the current cycle.
For anyone reconstructing an earlier period, the useful structural fact is that the basic component stays fixed while only the VDA moves. Unskilled basic has held at Rs. 5,750 across cycles. That means a historical total can be rebuilt from the basic plus the VDA figure for that specific half-year, rather than needing the full schedule. The April 2025 cycle had unskilled at Rs. 10,994.21, semi-skilled at Rs. 12,093.63 and skilled at Rs. 13,546.78, which gives you a reference point for the preceding year.
